 I've always considered them to be much less than Vegeta, based on how they did against the Androids. Vegeta could fight them, whereas Piccolo and Trunks were nearly one shotted. Also I barely have Goku weaker than Vegeta.

No I don't think she was going 100%. But still she didn't put any extra effort into taking down the other Z fighters when 17 helped her. She threw Trunks into Vegeta, and broke his sword just by blocking it. He was powerless against her.

 Vegeta was said to be helpless against #18. She didn't go all out at first.

Well it does really depend. We don't know when the Androids are powering up, so she could have powered up I suppose. Although since nothing was stated, I'm not going to think she did.

 18 was never giving effort. The fact that she has an unlimited amount of energy shows the difference between her and Vegeta. He got tired, and was easily defeated. Trunks was never near Vegeta's level, so he was effortlessly thrown aside.

 Vegeta>Goku>Trunks>Piccolo

It's never implied that Goku has a large gap over Trunks or really even Piccolo. While he can beat both of them separately with some minor difficulty against Piccolo and moderate difficulty against Trunks, together the duo would just prove too much, especially with Piccolo's intellect and abilities.

Against Vegeta, the duo still has a chance but this time it's a lot harder. Where as Piccolo might have been able to do damage to Goku physically, against Vegeta I'd say he'll have to start using amplified attacks.

In the end I see against Goku, the duo winning 6-7/10

and against Vegeta, if the gap isn't too large, 5-6/10

Vegeta was the one who was thrown, not Trunks.

 The duo would kill Goku or Vegeta. I don't think they were all that far apart, with the biggest gap being between Trunks and Piccolo.

Vegeta was the one who was thrown, not Trunks.
I meant that Vegeta actually managed to hit 18, and despite not doing damage, he still could fight her. Trunks had his sword shattered by her block, and that was the end of him. Since 18 didn't get any stronger or anything, it's evident that Vegeta is much stronger than Trunks.
